KARACHI, August 1, 2026: Sindh IT Company (SITC) today signed a Service Level Agreement (SLA) with Shah Abdul Latif University (SALU), Khairpur, to digitise the University’s examination records, marking a significant step towards modernising examination management, strengthening transparency, enabling secure digital record management, and introducing reliable online verification of academic credentials.
The signing ceremony was attended by the Honourable Special Assistant to the Chief Minister Sindh on Information Technology, Mr. Ali Rashid; Chairman, Sindh Higher Education Commission, Prof. Dr. S. M. Tariq Rafi (T.I.); Secretary, Universities & Boards, Government of Sindh, Mr. Muhammad Abbas Baloch; Secretary, Information Technology, Government of Sindh, Mr. Zulfiqar Ali Nizamani; Vice Chancellor, Shah Abdul Latif University, Meritorious Professor Dr. Yousuf Khushk; Chief Executive Officer, Sindh IT Company (SITC), Mr. Zainulabedin Shah; and other distinguished officials.
Under the agreement, SITC will develop and implement a comprehensive digital examination records management system for SALU to securely store, manage and verify academic records, replacing conventional manual processes with a modern, efficient and technology-driven platform.
Speaking on the occasion, the Honourable Special Assistant to the Chief Minister Sindh on Information Technology, Mr. Ali Rashid, said the agreement reflects the Government of Sindh’s commitment to digital governance and strengthening the credibility of higher education institutions. He noted that the initiative will ensure secure, transparent and easily verifiable academic records while improving services for students, graduates and employers.
Chairman, Sindh Higher Education Commission, Prof. Dr. S. M. Tariq Rafi (T.I.), described the agreement as an important milestone in advancing transparency and quality assurance in higher education. He said the initiative would strengthen confidence in academic qualifications by introducing secure and internationally aligned digital examination record management.
Secretary, Universities & Boards, Government of Sindh, Mr. Muhammad Abbas Baloch, said the digitisation of examination records represents an important governance reform that will improve institutional efficiency, accountability, transparency and public confidence in higher education across Sindh.
Secretary, Information Technology, Government of Sindh, Mr. Zulfiqar Ali Nizamani, said digital transformation is essential for building resilient, efficient and citizen-centric public institutions. He added that the collaboration demonstrates how technology can modernise governance, improve service delivery and ensure secure management of critical academic records.
Vice Chancellor, Shah Abdul Latif University, Meritorious Professor Dr. Yousuf Khushk, expressed his sincere gratitude to Honourable Chief Minister Sindh Syed Murad Ali Shah and the Government of Sindh for extending special financial support for this landmark initiative. He also acknowledged the continued support of the Sindh Higher Education Commission, Universities & Boards Department, Information Technology Department, and Sindh IT Company in making the project possible.
The Vice Chancellor said the agreement marks another significant milestone in SALU’s institutional reform agenda. He noted that the University remains committed to strengthening transparency, improving governance and adopting internationally recognised digital systems. He said the initiative will facilitate secure digital record management, reliable online verification of academic credentials and more efficient examination services, while aligning SALU’s examination management with international best practices.

He reaffirmed SITC’s commitment to delivering a secure, reliable and future-ready digital examination management system that will enable permanent online verification of academic credentials and support digital transformation across the higher education sector.
The initiative is aligned with the vision of Chairman Pakistan Peoples Party, Mr. Bilawal Bhutto Zardari, to empower the youth through technology, educational reforms and innovation. By strengthening the integrity, accessibility and reliability of academic records, the partnership will benefit students, graduates, employers and higher education institutions across the province.
As the Government of Sindh’s technology partner, SITC continues to expand digital transformation initiatives across the higher education sector in collaboration with the Sindh Higher Education Commission, contributing to stronger governance, secure digital infrastructure and improved public services.
