The 93rd meeting of the Syndicate of Shah Abdul Latif University (SALU), Khairpur, chaired by Meritorious Professor Dr. Yousuf Khushk, Vice Chancellor, approved a number of significant academic, administrative and financial initiatives aimed at strengthening institutional governance, promoting academic excellence and accelerating the University’s reform agenda. The Syndicate also recommended the Budget Estimates for FY 2026–27 and Annual Report for final approval by the Senate, alongside several strategic policy decisions designed to enhance the University’s long-term academic and financial sustainability.
The meeting was attended by former Federal Secretary Ms. Naheed Shah; Secretary, Universities & Boards Department, Government of Sindh, Mr. Muhammad Abbas Baloch; Additional Secretary (Universities & Boards), Higher Education Commission nominee Mr. Sulaiman Ahmed, Ms. Kanwal Bhutto; who joined online; Persons of Eminence; and members of the Syndicate from within and outside the University.
In his opening address, Vice Chancellor Prof. Dr. Yousuf Khushk said that the University had entered a new phase of institutional stability through regular meetings of its statutory bodies, transparent governance, financial discipline and academic reforms. He noted that from last years, the University is now holding its Senate, Syndicate, Academic Council and other statutory meetings regularly in accordance with the academic calendar, resulting in improved governance, timely decision-making and greater institutional accountability.
Dr. Khushk informed the Syndicate that prudent financial management had enabled the University to substantially reduce its fiscal deficit, settle a significant portion of accumulated liabilities and strengthen overall financial stability. He thanked the Government of Sindh, Universities and Boards Departments , the Sindh Higher Education Commission, the Higher Education Commission of Pakistan and the Syndicate members for their continued support, emphasizing that sustained collaboration would further consolidate the University’s progress.
Sharing the University’s strategic vision, the Vice Chancellor reaffirmed SALU’s commitment to expanding quality higher education to underserved and remote areas, promoting research, innovation and entrepreneurship, and preparing graduates capable of addressing emerging national and global challenges. He also highlighted that two faculty members of SALU had recently been recognized among the world’s top two percent scientists, while more than Rs. 70 million in scholarships had been awarded to deserving students during the financial year 2025–26.
Director Finance Mr. Nizamuddin Qazi presented the University’s financial performance for FY 2025–26 and the proposed Budget Estimates for FY 2026–27. He informed the Syndicate that improved revenue generation with prudent expenditure management, had significantly improved the University’s fiscal position. He noted that the fiscal deficit had been reduced from Rs. 886.654 million to Rs. 305.739 million, while further measures were being implemented to enhance revenue and rationalize expenditure.
Among the major policy decisions, the Syndicate approved the adoption of Higher Education Commission policies relating to internships, dual, double and joint degree programmes, and faculty exchange programmes. It also approved the implementation of a compulsory three-credit-hour Artificial Intelligence course across relevant academic programmes and endorsed the introduction of entrepreneurship certificate courses through the University’s Centre for Entrepreneurship Development (CED), reflecting SALU’s commitment to future-oriented education and skill development.
The Syndicate further emphasized strengthening digital governance by recommending that all affiliated colleges establish functional websites and maintain comprehensive digital records of admissions, enrolment and academic activities. Members also discussed the introduction of a BS Electronics programme to align academic offerings with emerging technological and industrial needs.
During the meeting, Syndicate members appreciated the University’s progress in academic governance, financial management, student support services and institutional development. They particularly commended the reforms introduced under the leadership of Vice Chancellor Prof. Dr. Yousuf Khushk and appreciated the transparent presentation of the University’s financial position and future development plans. Ms. Naheed Shah suggested exploring additional funding opportunities through the Government of Sindh and other development partners to further strengthen the University’s development initiatives.
The meeting concluded after approving and recommending a number of important policy, academic and financial agenda items, reaffirming the Syndicate’s collective commitment to transforming Shah Abdul Latif University into a financially sustainable, technologically advanced and academically vibrant institution committed to excellence in higher education.
The meeting was also attended by Persons of Eminence Senior Advocate Manzoor Hussain Larik and Ms. Lateefan Khatoon. University representatives included Pro-Vice Chancellors Prof. Dr. Syed Maqsood Zia and Prof. Dr. Wahid Bux Jatoi, Dean Faculty of Law Judge (R) Mr. Abdul Rahman Bhatti, Prof. Dr. Noor Ahmed Shaikh, Prof. Dr. Akhtiar Ali Ghumro, Ms. Allah Bachayee Bozdar, Dr. Siraj Ahmed Soomro, Dr. Ahmed Ali Memon, Mr. Irfan Ali Memon, Mr. Imran Ali Soomro, Registrar Mr. Muhammad Hassan Halepoto, Director Finance Mr. Nizamuddin Qazi, Additional Registrar Dr Zulfiqar Shaikh , Inspector of Colleges Syed Muneer Shah and other senior academic and administrative officers, who presented agenda items relating to their respective portfolios.
